When to do SEO ?

SEO isn't something that's done once and left (at least not effective SEO anyways). SEO is practice, a habit, the most important factor in SEO, is content, and the quality of your content.

The content you publish should be helpful, detailed and clear. You shouldn't stop there, take advantage of googles free SEO optimisation tools and see what keywords people are using to find your posts. Once you get these keywords, go back to your post and update it, taking advantage of these keywords by building content around them.
